The Top Voices announced the winners of the Tech Impact Awards 2025

The Top Voices is proud to announce the winners of the Tech Impact Awards 2025 — the third edition of our fully remote, free-to-enter initiative celebrating individuals driving real impact in the tech ecosystem. This year, the Awards expand their focus to the fast-growing region of Central Asia and Turkey.

With dozens of inspiring submissions, we’ve seen how technology, education, and community-building intersect to create meaningful change. The 2025 laureates represent the diversity and creativity of the region’s new tech wave. 

“Startups move our region forward when people do,” said Shabnam Yusubova, one of the Awards’ judges. “From speech-access AI to women-in-tech communities and talent pipelines in games and engineering, we back founders by giving young people first chances, mentors, and real projects. Ideas become jobs and impact.”

Anna Ambrozevich — Women in Tech® Uzbekistan

Anna Ambrozevich, leading Women in Tech® Uzbekistan, launched the first structured initiative supporting women already in tech — organizing over 40 events and building partnerships and mentorship programs that have reached thousands of professionals and represented Central Asia at international summits in Paris and Japan.

Ukili Omarova — Soile AI

Ukili Omarova, a 16-year-old founder of Soile AI, developed the world’s first AI system capable of recognizing disordered speech caused by stroke, cerebral palsy, or Parkinson’s, building a dataset of 10,000+ recordings, partnering with 14 clinics, and helping hundreds of people regain their voices.

Eldar Azamatov — Outtalent / Noctum Games / Supernatural

Eldar Azamatov, CTO of Outtalent and founder of Noctum Games and Supernatural, connects global tech with local creativity — from mentoring indie studios and building talent pipelines for engineers to strengthening Kyrgyzstan’s creative economy through innovation and mobility.

“Central Asia and Turkey’s innovation scene is growing fast, driven by young founders who are bold, creative, and purpose-driven,” added Ainura Sagyn, Co-founder of Tazar. “These talents are building solutions that unite technology and sustainability, helping our region make a big leap toward a brighter future and gain well-deserved recognition on the global stage.”

This year’s judging panel featured leading voices from across the ecosystem — Ainura Sagyn, Tuğrul Ağırbaş, Idil Dorsan, Aselle Tasmagambetova, Askar Aituov, Aslı Kılınç, Azizbek Kurbonov, Anastasia Sysoeva, Askar Bilisbekov, Cantekin Ertekin, Konstantin Nikolaev, Yuliia Krupenko, Daniel Abdyldaev, and others — recognizing those shaping the next chapter of regional tech.

“I enjoyed being a jury member because I had the privilege to get to know antifragile founders from around the world,” shared Azizbek Kurbonov, CEO of AK Capital Consulting. “Each of them communicates in the language of impact — changing the world, starting from local to global.

“It is hard to overestimate the importance of innovative industries for our region,” said Daniel Abdyldaev, CEO of Accelerate Prosperity. “Our countries are rich in talent, and it is a privilege to work on creating conditions for scaling their adventures globally. I have no doubt we will see more and more global success stories from our region.”

Despite complex geopolitical crosscurrents, the foundation for a resilient, globally-connected tech future is being built with local innovation and entrepreneurial drive,” said Askar Aituov.
