San Francisco, US-based insurtech startup Harbor has emerged from stealth with $10 million in Seed funding to develop a platform for managing and insuring risks associated with enterprise AI agents.
The round was led by Base10, Abstract and 8VC, with participation from Restive, NFX, Innovation Endeavors, Kibo Ventures, Masia and MVP Ventures.
Harbor was founded by four entrepreneurs who met at Stanford University: CEO Jesus Santos, Daniel Elechiguerra, Cristian Bartolome and Luis Botin.
Managing Risks From Enterprise AI Agents
Harbor develops technology that helps companies identify, assess and manage risks arising from AI agents operating within their business systems.
As companies deploy AI agents to automate operational tasks and make decisions, they face potential financial losses, security incidents and regulatory violations caused by automated actions.
Harbor’s platform creates an inventory of the AI agents operating within an organisation and evaluates their operational, security and regulatory risks.
The system checks agent decisions against internal company policies and blocks actions that violate established rules before they are executed.
It also reassesses risks when an agent’s underlying models, tools or data change, allowing organisations to monitor how their exposure evolves over time.
The company’s risk assessment framework is aligned with established AI governance standards and regulations, including the NIST AI Risk Management Framework and the EU AI Act.
Combining AI Risk Management With Insurance
Beyond identifying and mitigating risks, Harbor is developing insurance coverage for potential losses caused by AI agents.
The company uses information collected through its risk management platform to assess exposure and determine which risks can be insured.
Its approach combines preventive controls with financial protection for risks that remain after mitigation.
Harbor’s initial customers include banks and insurance companies operating in the United States, Europe and Latin America.
According to the company, the platform is designed to help regulated organisations deploy AI agents while maintaining oversight of their decisions and potential liabilities.
The $10 million Seed financing supports Harbor’s development of risk management and insurance infrastructure for enterprise AI systems. The company has not disclosed a detailed allocation of the funding.
